The specification is so vague that three bidders price three different floors, or so prescriptive that only one product can comply.

The fix for both is the same: eight numbered sections, a minimum dry film thickness per layer instead of a range, and a remedy beside every acceptance test.

This is the flooring spec template we use, in eight sections, with what each section has to say and the acceptance criteria that turn a description into something a contract can enforce.

What a flooring specification has to do

A tender specification has three jobs: describe the floor precisely enough to price, allow more than one supplier to comply, and set tests that decide whether what was installed is what was bought.

Most documents do the first and skip the third. That is why arguments about thickness and adhesion happen after handover rather than at the point where they could be resolved.

The template below is deliberately short. Eight sections fit on four pages, and a document that a contractor cannot read in ten minutes is one they will price from experience rather than from the text.

Four pages allocate roughly like this: scope and zones half a page, substrate and build-up one page, materials and detailing one page, installation, testing and warranty one and a half pages. If materials runs to two pages, the specification is describing a product rather than a floor, and the pass-or-fail tests are usually the section that was cut.

The tender specification also has to be honest about what it does not know. Where the slab condition is unverified, say so and include a provisional sum, rather than assuming a good substrate and discovering the truth on the first day.

The eight sections, in order

Scope and zones, substrate requirements, build-up, materials, detailing, preparation and installation, testing and acceptance, and warranty. Each has a numbered clause so a bid can be compared line by line.

Zones come first because a building rarely needs one system, and comparing the seven coating systems is how the zone boundaries get drawn. An industrial polyurethane floor coating specified across a whole plant is either over-specified in the dry areas or under-specified in the wet ones.

Table 1: The eight sections and the one thing each must contain.

Section

Must contain

Common omission

1 Scope and zones

Areas and duty per zone

Zone boundaries

2 Substrate

Moisture and strength limits

Test method

3 Build-up

Thickness per layer

Layer count

4 Materials

Declared values

Test standards

5 Detailing

Cove, drain, joint details

Drawings

6 Installation

Conditions and sequence

Temperature limits

7 Testing

Method, frequency, remedy

Remedy

8 Warranty

Period, exclusions, conditions

Exclusions

Where a client has an existing flooring spec template, compare it against the eight. The gaps are usually in section 7 and section 8, which are the two that decide who pays when something fails.

Writing the build-up so three quotes compare

The build-up is the section that decides whether bids are comparable. State the primer, the body coat, the wear layer and the seal, with a minimum dry film thickness for each.

A tender specification that says 3 to 5 mm will be priced at 3 mm by everyone and delivered at 3 mm by most. A range is not a tolerance; it is an instruction to take the lower number.

That single change, from a range to a minimum per layer, is the most effective edit available to a buyer of an industrial polyurethane floor coating. It removes the price advantage of quoting thin and costs nothing to write.

Name the aggregate grade and the broadcast rate as well. Slip and cleanability both follow from those two numbers, and neither appears in a product name.

Where a proprietary system is genuinely required, say why in the clause. A specification that names a product without a reason invites a challenge, and a challenge at tender stage costs a month.

Where a contractor submits a method statement that repeats the specification word for word, ask for the sequence instead. The sequence is the part that belongs to them, and it is the part that reveals whether the programme is real. A sequence with no float is a schedule that will be renegotiated in week two. That renegotiation happens in the client’s busiest month, which is why the sequence belongs in the tender rather than in the first site meeting.

Figure 1: a detail drawing ends more arguments than a paragraph.

Datasheets: what to require and what to ignore

Require a PU system datasheet with volume solids, adhesion, elongation, hardness and cure times at a stated temperature. Ignore anything quoted without a test method and a temperature.

Ask for the values that correspond to the build you are buying. A datasheet for a 1 mm coating does not describe a 6 mm mortar, even when the chemistry is the same.

Chemical resistance should be submitted as a table with concentration, temperature and contact time. A claim of good resistance to acids without those three is not a specification item.

Where a supplier cannot provide a value, that is acceptable if it is declared. A declared absence can be assessed; an omission discovered at handover cannot.

Require the PU system datasheet to carry the batch or revision reference as well as the values. A datasheet without a revision cannot be compared with the one submitted by another bidder, and the comparison is the point.

Where a flooring spec template has been used before on a similar building, revise it rather than reuse it. Materials change, prices change, and a template carried forward for five years usually contains at least one clause referring to a system nobody supplies any more.

Bill of quantities: the items that decide the price

A bill of quantities for flooring is usually wrong in the same way: it measures the area and forgets the linear items. Coves, drains, plinths, thresholds and joints are priced per metre and often exceed the area cost.

Measure the detail separately and require it to be priced separately. A contractor who can see the linear metres will price them; one who cannot will add a percentage and hope.

Ask for the method statement to cover the first two days in detail and the rest in summary. Detail on day one shows whether the contractor has thought about the industrial polyurethane floor coating preparation, which is where most programmes fail.

Add a provisional sum for substrate repair, and state how it is instructed. Unexpected slab repair is the most common reason a flooring contract grows, and an industrial polyurethane floor coating budget without that line is optimistic rather than accurate.

Figure 2: linear items are where a flooring budget grows.

Submittals: what the contractor must hand over

Require a submittal package before material is ordered: datasheets, test reports, a sample of the actual build, and the installer’s method and qualifications. Ask for how the factory records the batch as well, because a submittal that cannot be traced to a batch record is a brochure.

The sample is the part most often skipped and the one that settles the most arguments. A cured panel at the specified build, with the aggregate, is the reference for every later question about colour and texture.

Set a review period in the clause and a consequence for late submission. A submittal approved after the programme has started is a submittal that changes nothing.

Two weeks is a practical review period for a full pack, and a resubmission should not restart the clock unless the change is material. Write both rules down, because a review that restarts on every comment is how a programme quietly loses a month.

Acceptance criteria: the section that decides disputes

Acceptance criteria should name the test, the frequency, the sampling location and the remedy. Name who takes each sample as well: a core cut by the contractor and witnessed by the client’s representative is admissible, and a core cut by the contractor alone is a claim waiting to be argued. Adhesion by pull-off, thickness by core sample, slip by the specified method, and visual acceptance under stated lighting.

A limit without a sampling point is a limit that will be argued about on site, and every limit should be traceable to a value in the PU system datasheet rather than to a conversation.

The remedy is the clause that matters. If a pull-off result falls below the limit, is the area replaced, repaired or accepted at a reduced price? A specification that does not say will be negotiated at the worst moment.

Table 2: Four tests, with method, sampling point, indicative limit and remedy.

Test

Method

Sampling point

Indicative limit

If it fails

Adhesion pull-off

Pull-off per the declared method

One per zone plus any doubtful area

Not below 1.5 MPa

Local removal and reinstallation

Толщина

Core sample

Three cores per 500 m2

No point below 90 per cent of the specified build

Additional build or removal

Slip

Declared wet method

One per zone, wet

Class stated in the clause

Surface retexturing

Visual

Defined lighting and viewing distance

Whole area

No defect on the stated list

Rectification of defined defects

State the lighting and the viewing distance for visual acceptance. Without them, a defect is whatever the person standing there believes, and handover becomes a negotiation about opinion.

Method statement and programme clauses

The method statement is required at tender, not after award. It shows whether the contractor has priced the preparation, the temperature control and the cure time, or only the material.

Ask for the sequence and the phasing, with the areas released and returned each day. That document is what a plant manager actually needs, because it is the difference between a shutdown and a prolonged disruption.

Add a clause on conditions: substrate temperature, ambient temperature and humidity limits, and what happens if they are not met. A tender specification that ignores weather will be tested by weather.

The warranty clause, written to be used

A warranty clause with a period and no definitions is decorative. State the period as a band rather than a promise: five years on a thin coating, ten on a mortar, with the duty moving the number between the two. State what is covered, what is excluded, who inspects, how a claim is raised and what the remedy is: repair, replacement or credit.

Exclusions are legitimate and should be explicit: damage by others, chemical attack outside the declared list, and failure of the substrate rather than the coating. A warranty that hides these is one that will be argued rather than honoured.

Set the conditions the client must meet, such as cleaning with the declared agents and an annual inspection. A warranty conditioned on things nobody can evidence is a warranty nobody can claim on.

For a project with several zones, align the warranty with the zone specification. A single period across a building with three different systems is easy to write and hard to administer.

Name the approver and the threshold. A variation below a stated value can be instructed in writing by the client’s representative and confirmed within five days. Anything above it needs a signed variation order before work proceeds, priced against the bill of quantities line rather than against a rate invented on site. An industrial polyurethane floor coating variation instructed without that order is unpaid, and that sentence is what stops a site conversation from becoming a final account dispute. A variation that changes the build should also trigger a revised PU system datasheet and a fresh submittal package.

What to leave out of the template

Leave out product names where performance will do, brand-specific colour references that cannot be matched, and any clause that cannot be tested.

Leave out generic statements about quality. An industrial polyurethane floor coating clause that says the work shall be carried out by experienced personnel has never resolved a dispute and never will.

Keep the document short enough to be read. The best specification we have seen was four pages, and it ended with a sentence that made the whole thing work: the contractor states the service life assumed by the price.

Three clauses that are usually missing

Most specifications carry the first six sections well and the last two badly. The three clauses below are the ones we add to an industrial polyurethane floor coating document, because each one prevents a failure mode that is expensive to resolve after the fact.

The first is the trial area: require how a trial area is approved to be written into the clause rather than agreed on site. A defined sample panel, installed with the approved materials by the approved crew, is accepted before the main area begins. It costs a day and settles the questions that a datasheet cannot.

The second is the moisture clause. State the limit, the test method and the action if the slab exceeds it. An acceptance criteria limit quoted without a method is a number, and a number without an action is a delay waiting to happen.

The third is the remedy clause, described earlier. It should name what happens when a test fails, who decides, and at whose cost. Without it a tender specification is a description, and the warranty clause attached to it is a promise with no mechanism.

Table 3: The three clauses, and the failure each one prevents.

Clause

States

Prevents

Trial area

Size, location, approval step

Whole-area rejection

Влажность

Limit, method, action

Blistering blamed on the resin

Remedy

Test, decision, cost

Post-handover negotiation

Where a client adopts only one of the three, the trial area is the one that pays. It converts a specification into a comparison of installed performance, and it gives the submittal package a physical reference that survives the project.

Keep the template alive. A flooring spec template that is updated after every project becomes the most valuable document the facilities team owns, and it is cheaper to maintain than any consultant review.

The third clause is the one the contractor will resist, because it moves risk. A buyer who insists on it should expect a slightly higher price and a considerably better outcome, and should say so at tender rather than at handover.

None of this requires a consultant. It requires four pages, eight sections and the discipline to write values instead of adjectives, which is a decision a client can make in an afternoon.

The document should also say who approves a change. A variation agreed on site between a supervisor and a contractor, without a clause allowing it, is the beginning of a dispute about the final account rather than a solution to a problem. One sentence naming the approver prevents most of it.

Часто задаваемые вопросы

How long should a flooring specification be?

Four to six pages is enough for most projects. Eight numbered sections, each with values rather than adjectives, and a remedy clause at the end.

Should I name a specific product in the tender?

Only where there is a technical reason, and say what it is. Otherwise specify performance values and let suppliers compete on how they achieve them.

What must a bill of quantities include?

Area by zone, linear metres of cove, drain, plinth and threshold, and a provisional sum for substrate repair. The linear items are often larger than the area cost.

What is a submittal package?

The documents a contractor hands over before ordering: datasheets, test reports, a cured sample at the specified build, and the installation method.

What acceptance tests are realistic?

Pull-off adhesion per zone, thickness by core sample, slip by the specified method and a visual inspection under defined lighting. Each needs a stated remedy, and an industrial polyurethane floor coating contract without one will be negotiated at handover.

What should a warranty clause include?

Period, what is covered, exclusions, inspection regime, how a claim is raised and the remedy. A period alone is not a warranty.

Can the template be used for a design and build contract?

Yes, if the zones and the acceptance criteria stay in the client’s document. Design and build should change who designs the build-up, not who decides whether it passed.

Why tender teams ask Kaida Paint for the submittal pack

Tender teams ask for the same pack in the same order. It runs: the PU system datasheet with its revision, the test reports with the method and the date, the build-up drawing, the site sequence, and the pass-or-fail tests with a remedy beside each one. We return an industrial polyurethane floor coating specification marked where a line is missing rather than filled in with a claim, because a silent gap is what a claim is made of later. Ask for the pack before the tender closes, not after the award.

A specification is a contract before it is a document.
