One is about hygiene in a food room; the other is about placing a construction product on a market.

For a EU food hygiene regulation project, that distinction decides which documents matter. A hygiene regulation tells you what the floor must do; a product standard tells you what the manufacturer must declare. Neither certifies the floor that ends up in your building.

This article separates the two, explains what EC 852/2004 asks, what a CE mark and a declaration of performance actually cover, where UKCA fits, and how SASO and GSO apply to an imported floor.

Two rulebooks, one floor

A hygiene regulation is enforced by the competent authority in the member state, and it is about the condition of the premises. A product standard is enforced at the point of sale, and it is about the information supplied with a product.

Most flooring disputes mix the two, because both use the word compliant and neither defines it. A supplier who says the product is compliant may mean it carries a declaration; a plant that says the floor is compliant means the room passes inspection. The two statements are rarely about the same thing, and the difference only surfaces when an inspector or a customs officer asks for evidence.

The practical consequence is that a EU food hygiene regulation file needs both kinds of evidence, and they should be kept apart so that each can be examined on its own terms.

Where only one is present, the tender is incomplete. A certified product in a badly detailed room is no more hygienic than an uncertified one built properly.

What EC 852/2004 asks of a floor

An EC 852/2004 floor is asked to be maintained in a sound condition, to be easy to clean and, where necessary, to be disinfected. The wording is short and it is about suitability rather than about materials.

A EC 852/2004 floor file should quote the clause and then show the detail that delivers it. The annex also requires adequate drainage, surfaces that are impervious and non-absorbent, and junctions that are detailed so that dirt cannot accumulate. Those four requirements describe almost every floor defect I have seen.

The regulation does not name a resin, a thickness or a slip class. That is deliberate: it is a hygiene outcome, and the technical route is for the operator to choose and to justify.

The regulation is short on purpose, and the technical judgement sits with the operator. That is why a EU food hygiene regulation specification should quote the requirement and then translate it, rather than quoting a product name and hoping the inspector agrees.

That is also why a EC 852/2004 floor claim should be made room by room rather than for a product. Where a plant exports within the EU, the same requirement applies in the destination member state, and the inspection is carried out locally. A document from the supplier does not replace it.

National guidance varies more than the regulation does. Some member states publish codes of practice that name slip classes for wet rooms, some leave the judgement to the inspector, and a few add drainage requirements that the annex never mentions. A EU food hygiene regulation file should therefore carry the local guidance as well as the clause, because the inspector works to the guidance in front of them rather than to the annex alone. Where a plant exports to several member states, that means several versions, and the differences sit in the wet rooms rather than the dry ones.

The useful habit is to keep the requirement and the evidence side by side: this is what the rule asks, this is the detail that delivers it, this is the record that shows it was built.

CE marking and EN 13813

The mark on a resin screed is a declaration by the manufacturer that the product meets a harmonised standard, and for screed materials that standard is EN 13813. The mark is not an approval of the floor.

EN 13813 covers screed materials and their properties, including compressive and flexural strength, wear resistance and reaction to fire. It does not cover adhesion to a substrate, detailing or workmanship.

That gap matters in a food plant, because most failures are adhesion, detailing or workmanship. The mark on the bag says nothing about any of the three.

Where a supplier presents the mark as proof of suitability for food, the claim has moved from a product standard to a hygiene regulation without evidence. It is worth asking which document supports which sentence.

A complete EN 13813 file for a project includes the declaration, the test reports behind it and the data sheet that states the intended use. The declaration alone is a summary, not the evidence.

Keep all three together. A declaration without the reports is a claim; the reports without the declaration are a pile of paper.

Declaration of performance, and what it is not

A declaration of performance is the document that accompanies a CE-marked construction product, and it states the declared performance against the characteristics in the standard. It is a legal document, and it is specific.

It is not a warranty, not a certificate of food suitability, and not a statement about the installed floor. Those three are separate documents that a EU food hygiene regulation file may also need.

The declaration should be checked against the product and the batch. A declaration for a different product in the same range is the most common substitution, and it is easy to spot.

Where a project is outside the EU, the declaration may still be supplied as evidence of testing, but it does not carry legal weight in the destination market. That is where SASO flooring requirement requirements take over.

Ask for the declaration by product name and revision, and file it with the data sheet. A declaration that cannot be matched to a delivery is a document that will be argued about later.

For a CE marking product, the declaration is also the document that names the notified body where one is involved. That detail is worth checking when a supplier claims third-party certification.

UKCA, and where it applies

UKCA is the United Kingdom’s own conformity marking, and its scope has changed more than once since it was introduced. For construction products, the CE mark has in most cases continued to be accepted in Great Britain, so many suppliers never issue a separate one.

The practical answer for a project is to ask which market the product is being placed on and which marking the buyer requires. A UK certificate for a product sold in the EU is not the relevant document.

Where both are required, the manufacturer issues two declarations with the same technical basis. The content is similar; the legal basis and the responsible entity differ.

For a food plant, the marking question is secondary to the hygiene question. A floor can carry every mark available and still fail an inspection at the cove.

That is not an argument for ignoring marking, particularly for public projects where documentation is a condition of acceptance. It is an argument for keeping the two questions separate in the file.

Where a supplier is unclear about UKCA, ask for the declaration rather than the marketing sheet. The declaration states the legal basis, and the marketing sheet rarely does.

Gulf requirements: SASO and GSO

A SASO flooring requirement usually arrives as a request for a certificate of conformity, issued under a conformity assessment scheme and tied to a shipment. It is a market access document rather than a product performance document.

A GSO food flooring reference is often the only technical anchor in a Gulf tender. GSO food flooring standards are the technical basis for those schemes, and they often reference international test methods rather than inventing new ones. That makes the test reports portable, even when the certificates are not.

For an imported floor, the practical sequence is: confirm the standard the buyer will accept, obtain the test reports that support it, and arrange the certificate against the shipment rather than against the product.

A SASO flooring requirement that is issued for a different consignment will be rejected at the border, and the delay lands on the project rather than on the supplier. That is why the certificate should be arranged late and checked early.

Where a project spans both markets, keep the test reports in one folder and the certificates in another. The reports serve both; the certificates serve one shipment each.

Timing is everything in this market, and the certificate is the item that is always commissioned too early. Ask the buyer which body they will accept before commissioning anything. A GSO food flooring reference in a specification does not always name the scheme that will be applied at the port.

Safety data sheets and labels

A local language SDS is a legal requirement in most markets, and the language is part of the requirement. An English sheet in a French or Arabic plant is a finding waiting to be written.

The sheet also has to match the product and the classification in force. A sheet that predates a classification change is worse than no sheet, because it looks authoritative.

Labels on drums follow the same logic: hazard pictograms, signal words and the local language. A drum with an English-only label in a Gulf plant will be queried at customs and again at induction.

For a EU food hygiene regulation file, keep the sheet with the batch record, not in a general folder. The question that arises is almost always about a specific delivery.

Where a product is supplied in two markets, ask for both language versions at the quotation stage. It is a small cost before the order and a large one after.

Translation is not the only gap. Classification changes when a component is reformulated, and the sheet has to be reissued even though nothing about the application has changed. We have seen a plant reject a delivery because the sheet quoted an older hazard statement than the label on the drum, which is a mismatch that costs a day and looks like a quality problem. Batch the reissue with the label reprint, and both stay aligned.

The same applies to the technical data sheet, which is not legally required in the same way but is expected in every tender. A local language SDS without a matching data sheet is half a document set.

One file for two markets

A EU food hygiene regulation file that works in both markets has four parts: the hygiene requirement and its translation, the product conformity documents, the shipment certificates and the language pack.

The hygiene part is the same everywhere, because it is about the room. The conformity part changes with the market, and the shipment part changes with every delivery.

Keep them in separate tabs rather than one merged document. A merged file is impressive at tender and useless at a border, where the officer wants one certificate for one consignment.

Where a plant has both EU and Gulf projects, the test reports are the shared asset. Commission them once, at the thickness and build-up you actually sell, and reuse them.

That single decision saves more money than any negotiation on price, because it removes the most common cause of a repeated test: a report that describes a different build-up.

A file reviewed once a year is enough, provided the review is dated and signed. Undated documents are the ones that get challenged, because nobody can show when they were last checked.

Finally, review the file when a standard changes. A declaration that references a superseded standard is a document that will be rejected by the first person who reads the date.

Table 1: Which document answers which question.

Question

Document

Is the floor hygienic

Detail drawings, inspection record

Is the product declared

Conformity declaration

Can it enter the market

Shipment certificate

Is it safe to handle

Local language SDS

Table 2: What EC 852/2004 asks, in practice.

Requirement

Floor consequence

Sound condition

Repair register

Fácil de limpar

Cove, joints, profile

Impervious

Sealed film, no voids

Adequate drainage

Fall and outlets

Table 3: Marking by market.

Market

Marking

Document

UE

CE

Declaration of performance

Great Britain

CE or UK mark

Matching declaration

Gulf

Scheme certificate

Certificate of conformity

Figure 1: Four parts, separate tabs: requirement, conformity, shipment, language.

Figure 2: The label is part of the requirement, not a printing detail.

Frequently asked questions

Does EC 852/2004 specify a flooring material?

No. It requires floors that are sound, easy to clean and, where necessary, disinfected, with adequate drainage and junctions that do not accumulate dirt. The technical route is for the operator to choose and justify.

What does CE marking on a resin screed actually mean?

That the manufacturer has declared performance against the harmonised standard, EN 13813, for the characteristics it covers. It says nothing about adhesion, detailing or workmanship.

Is a declaration of performance a warranty?

No. It is a legal statement of declared performance for a construction product. What it does not do is guarantee the floor, certify food suitability, or describe the room you occupy.

Do I need UKCA as well as CE?

Ask which market the product is placed on and which marking the buyer requires. For construction products, the mark has continued to be accepted in Great Britain in most cases.

What is a SASO certificate?

A certificate of conformity issued under a Gulf conformity scheme, usually tied to a shipment rather than to a product. It is a market access document, not a performance document.

Must the SDS be in the local language?

Yes, in most markets, and the label too. An English-only sheet in a French or Arabic plant is a finding, and the label is checked at customs and again at induction.

How do I keep one file for both markets?

Four separate tabs: hygiene requirement and its translation, product conformity documents, shipment certificates and the language pack. The test reports are the shared asset.

Why food plants work with Kaida Paint

Kaida Paint supplies the conformity documents that a EU food hygiene regulation project needs, including the declaration, the test reports behind it and safety data sheets in the languages of the markets we ship to. We will also say which document answers which question, because a CE marking is not evidence of hygiene and a SASO flooring requirement certificate is not evidence of performance.
