It is to prove, before anything is ordered, that the system offered matches the specification line by line. That way a later argument about thickness, cure time or warranty has a document behind it rather than a memory of a meeting.

A submittal package answers three questions: what is being installed, who will install it, and who stands behind it. A document that answers none of the three is decoration, and an experienced reviewer can tell within a minute which pages were added to make the file look complete.

A flooring submittal normally passes three desks. The contractor assembles it, the consultant checks it against the specification, and the owner signs the order. Each desk reads a different document first, which is why the order of the set matters as much as the content.

The covering index is the most underrated page in the file. A reviewer who cannot find the build-up thickness on the first screen assumes it is missing, and the flooring submittal comes back with a one-line comment that costs another week.

One habit makes the difference. Lead each section with the sentence the reviewer needs to tick, and put the supporting evidence behind it. Files written that way clear in days; files written as a catalogue clear in weeks.

The eight documents, and what each one answers

The list below is the one most food plant projects use. Not every project needs all eight at tender stage, but a submittal package that omits any of them will usually be asked for it before the order is released.

Table 1: The document set, who issues it and the question it answers.

Document

Issued by

Question it answers

Technical datasheet

الشركة المصنعة

What the system is, and at what thickness

Test certificates

Testing body

Which performance claims are independently verified

Method statement

Applicator

How it will be built, and in what sequence

Sample board

Applicator

What the finish and the cove will look like

Warranty letter

Manufacturer or applicator

Who covers what, for how long, on what conditions

Safety data sheets

الشركة المصنعة

How the material is handled and stored

O&M manual

Applicator

How it is cleaned, inspected and repaired

Covering index

Contractor

Where each answer sits in the file

Note what is missing from that table: a certificate of food suitability. No document in the set certifies that the finished floor is hygienic, because hygiene is a property of the room and the cleaning regime, not of a bag of resin.

A flooring submittal that claims otherwise will be challenged by any reviewer who has read the regulation. The honest framing is stronger: here is the performance evidence, here is the detail, here is the inspection record that will follow installation.

The technical datasheet: what a reviewer reads first

In a technical datasheet tender, the reviewer is not reading for interest. They are looking for four numbers that must match the specification: build-up thickness, compressive strength, service temperature and cure time to foot traffic.

Thickness is where most technical datasheet tender files fail. A datasheet that quotes a range from two to six millimetres leaves the reviewer unable to confirm what is being bought, and a range is exactly what a contractor under price pressure will exploit later.

The second number is service temperature, which for a food plant usually means the hot washdown limit rather than the ambient limit. A sheet that gives only one figure is telling you it was written for a different market.

Chemical resistance is the third area. A table of media with concentration and contact time is useful; a sentence saying the product is resistant to most food acids is not. Ask for the table, and ask which media were tested rather than reasoned about.

For a technical datasheet tender submission, attach the datasheet revision that will be supplied, not the newest one on the website. A revision mismatch between the submitted sheet and the delivered drum is the single most common technical query on site.

Which certificates earn their place

Test certificates are the only part of the file that a manufacturer cannot write themselves, and that is their value. A reviewer looks for the test body, the standard, the date and whether the tested build-up matches the one being offered.

the build-up point. A slip test carried out on a two-millimetre coating does not describe a six-millimetre screed with a different aggregate, even when both carry the same product name.

For a food plant, three groups of certificates usually matter: slip resistance in the wet condition, chemical resistance to the cleaning agents in use, and mechanical properties such as compressive and flexural strength.

Include the certificate number and the issue date in the index. A certificate that cannot be traced to a document in the file is treated as absent, and the reviewer will ask for it again in the next round.

Where a claim has no certificate, say so plainly in the flooring submittal. A stated gap is credible; an unsupported claim costs the whole file its credibility, and reviewers remember which supplier overstated.

What approves the installer, and what does not

A method statement is the only document in the set that describes the work rather than the product, and it is the one that decides whether the applicator is accepted. Reviewers read it for sequence, access and containment.

It should state the preparation method and the acceptance criteria for the substrate, because most failures in a food plant start below the resin. Moisture testing, shot blasting and repair of defects each need a line.

It should also state the sequence by zone and what production can continue during each stage. A method statement that assumes an empty building will be rejected by any plant that cannot stop, which is most of them.

Containment belongs in the same document. Dust extraction, negative pressure barriers, waste route and daily clean-down are not site housekeeping notes; they are the evidence that the works will not contaminate product.

Finally, the document should name the supervisor and the number of operatives, with the qualification behind the supervisor. A document that describes a good method but no accountable person reads as a template.

The approved board, and what it must show

A sample board is a physical argument, and it answers a question no document can: what the finish looks like, how the cove meets the wall, and whether the colour survives a working week in a wet room.

The board should carry the same build-up as the specification, on the same substrate, with the same aggregate if one is specified. A resin disc on a plastic tray is a colour sample, not a system sample, and reviewers increasingly say so.

Where slip performance is a requirement, ask for the sample board to include the actual topcoat and the actual aggregate. That combination is what was tested and what will be installed, and a board that shows something else is evidence of nothing.

Keep the approved board on site for the duration of the works. When the first drums arrive and the colour is a shade off, the board is the reference that settles the question without a meeting.

Figure 1: The board is the approved reference, not a colour card.

Warranty terms: what a reviewer checks

A warranty letter is read for four things: the period, the party giving it, the exclusions and the conditions that void it. A letter that covers only the first is a marketing document with a signature.

The period should be stated separately for the floor and for the installation, because they are different liabilities held by different parties. A single ten-year figure with no split tells the reviewer nothing about who to call.

Exclusions matter more than the period. Wear, chemical attack outside the declared list, substrate movement and damage by other trades are normally excluded, and a warranty letter that hides this is the one that gets rewritten after a failure.

The conditions should be practical: annual inspection, cleaning with the specified agents, repairs by approved parties. A guarantee conditioned on things nobody can evidence is a letter nobody can claim on, which defeats its purpose.

One sentence worth adding, and rarely seen: what happens at the end of the period. A stated inspection and recoat option turns a guarantee into a maintenance plan, and plant engineers notice the difference.

Handover pack, not tender pack

An O&M manual is written for the people who will live with the floor, and it should not be the datasheet reprinted with a cover page. Four short sections are enough: cleaning, inspection, repair and the record.

The cleaning section lists approved agents with concentration, temperature and contact time, plus the ones that will damage the system. Most resin floors are lost here, years before they wear out, and the manual is the only document that can prevent it.

The inspection section states what to look for, at what interval, and what counts as a defect worth reporting. A one-page checklist a hygiene supervisor can complete during a walk-round beats a fifty-page binder nobody opens.

The repair section names the method for small damage and the response time expected. Agree it at handover, because once the final payment has cleared the manual is the only lever left, and a vague one is no lever at all.

The approval workflow and how long it takes

A submittal package usually clears through four stages, and the duration depends far more on how complete the first submission is than on how busy the reviewer is.

Stage one is a completeness check by the contractor, and it is the stage most often skipped. Stage two is technical review against the specification. Stage three is clarification, and stage four is release for order.

An approval workflow that passes through clarification twice adds roughly a fortnight to the programme. In a live plant that is the difference between one shutdown window and two, which is a cost far larger than the paperwork.

Table 2: Typical approval stages and durations on a mid-size project.

Stage

Owner

Typical duration

Completeness check

Contractor

2 to 3 days

Technical review

Consultant or owner

5 to 10 working days

Clarification

Supplier

3 to 5 days per round

Release for order

Owner

1 to 3 days

Where the plant is running, run the approval workflow in parallel with procurement of long-lead items rather than before it. Otherwise the floor is approved after the programme has already slipped and the shutdown is fixed.

Four reasons a submittal comes back

In our experience most returns of a submittal package fall into four groups, and none of them is about whether the product is any good.

Table 3: Common return reasons and the correction.

Reason

What the reviewer saw

Correction

Thickness mismatch

A range instead of a figure

State the specified build-up

Wrong test basis

Certificate for a thinner system

Supply the matching report

Missing document

No O&M, or no translated SDS

Use the index as a checklist

Internal conflict

Cure time differs across pages

Reconcile before submission

The first is a thickness that does not match the specification, almost always because a range was quoted to keep options open. The second is certificates that describe a different build-up from the one offered.

The third is a missing document, and the fourth is an inconsistency between two documents in the same file, such as a cure time that differs between the datasheet and the installation document. Both are avoidable with one read-through by somebody who did not write the file.

What changes when the building is a food plant

The document list is the same, but the emphasis shifts. A reviewer adds three things to a submittal package for a food plant: a hygiene zone plan, the cleaning chemical list and the production constraints, then reads everything else against them.

The zone plan tells the reviewer which rooms need a coved detail, which need a drained fall and which can take a standard finish. Without it, the flooring submittal cannot be checked room by room, and the review slows to a series of questions.

The chemical list is what makes the resistance table meaningful. Give the supplier the agents actually in use, with concentrations and temperatures, and the approval workflow can be judged on evidence rather than on adjectives.

Production constraints decide whether the method is realistic. A plant running six days a week needs a sequence that matches, and a file that ignores this will be returned even when every technical number is correct.

Figure 2: The index and the specification are read side by side.

Frequently asked questions

What documents should a submittal contain?

Typically eight, from the technical data through to the covering index, with safety data sheets in the local language. Smaller projects may defer one or two items to handover, but the index should still list them, so the omission is a decision rather than an accident.

How long does submittal approval take?

Five to ten working days for the technical review, plus two to three days for the contractor’s completeness check. Each clarification round adds three to five days, so a file that is right first time saves about a fortnight.

Is the guarantee the same as the letter?

Not in practice. A guarantee is the promise; the letter is the document that states the period, the party, the exclusions and the conditions. A letter without exclusions is normally unenforceable rather than generous.

Do we need a sample board if the datasheet is approved?

Yes, because the board is the only evidence of finish, colour and cove geometry. It should carry the same build-up and aggregate as the specified system, and it should stay on site as the reference for the delivered material.

Must the certificates match the installed thickness?

They should. A slip or chemical test carried out on a two-millimetre coating does not describe a six-millimetre screed with a different aggregate, even when the product name is identical.

Who writes the installation method?

The applicator, not the manufacturer, because it describes site conditions, access, sequence and containment. A manufacturer can supply a template, but a template submitted unchanged is usually rejected for not addressing the plant.

Is the O&M manual needed at tender stage?

It can be deferred to handover on many projects, provided the format is agreed at tender. Submitting a draft early is still useful, because it forces the cleaning and repair regime to be settled while the specification can still change.

Why food plants work with Kaida Paint

Kaida Paint supplies the document set that a submittal package needs. That means a datasheet with a stated build-up rather than a range, the test reports behind the slip and chemical claims, and safety data sheets in the languages of the markets we ship to. We will also say plainly which claim has no certificate behind it. Send the specification clause you are working to, and the reply is a document list mapped to it.

A submittal package for a food plant floor is the
